Surface Transportation Board

[Finance Docket (FD) # 34284 -- Southwest Gulf Railroad, Construction and Operation Exemption, Medina County, Texas]

On March 13, 2006, the Surface Transportation Board issued a decision stating that it would prepare a supplemental draft environmental impact statement in the Vulcan rail licensing proceeding. This is a major victory for MCEAA, which has been urging the agency to analyze feasible alternative routes east of the Quihi floodplain for many years.

Six months after the close of comments on the draft environmental impact statement in January 2005, Vulcan filed for the first time elevations and cross sections for some of the rail line alternative routes. Since the draft environmental impact statement was issued, Vulcan has filed 9 letters containing new information, much of it requested by the Surface Transportation Board. MCEAA has filed at least 6 letters responding to Vulcan's new information. As you can see, this proceeding, which began in 2002, is far from over.
